No. Most of the work I take on is with teams between 10 and 100 people. The methods scale down cleanly. The trick is sizing the operating model to the team you have today, with one notch of headroom for the team you will have next year, not the team a SAFe textbook describes.
It is usually an advantage. Most healthy SMBs do not need a PMO. They need a delivery operating model: how work enters, gets sized, gets prioritised, and gets shipped. We build the lightest version that holds, in your existing tools, without inventing a new department.
Fixed-fee scoping engagements and milestone-based delivery work. Fractional engagements are a fixed monthly retainer. I do not bill hourly. I share rates after the discovery call, once we know what shape the work needs to take.
